Substitution MLAs and Councillors
Substitution MLAs and Councillors are those who have been returned by the substitution method, rather than by being nominated by popular vote at an election or by-election. The method is used to fill an seat vacated by an elected representative in between Assembly and Local Government elections.
If the elected representative belongs to a political party, the party nominating officer nominates a person to fill their seat. If the elected representative is an Independent, they provide a list of substitutes to the Chief Electoral Officer after they have been elected. (Electoral Office NI).
